Has Norway ever won a World Cup? Yes, and no.

Norway has won a World Cup! The Norwegian women's national team won the World Cup in 1995. But the men's side has never won a World Cup.
The men returned to the World Cup for the first time in 28 years and are currently playing against Ivory Coast. Antonio Nusa gave them a 1-0 lead before halftime, and if the result holds, they will advance to the round of 16 for the third time in history (technically, 1938 and 1998 were the other two times, though in 1938 there were only 16 teams in the tournament).
Norway has played in four men's tournaments, never advancing past the round of 16 and losing to France in both of those previous appearances.
The women, however, have represented Norway in every World Cup since the tournament began in 1991. They were runner-up that year and then beat out powerhouses USA, Germany and more to win the 1995 World Cup. They also finished fourth in 1999 and 2007.

World Cup knockout round format
The World Cup becomes a single-elimination tournament once the knockout stage begins. The 32 remaining teams have been placed into a bracket, and the field will halve itself during each ensuing round of the tournament until a winner is crowned.
>The lone exception is that the two semifinal losers will play in a third-place game ahead of the World Cup final.
